A very sad statistic is that only 25% of lost dogs and 1% of lost cats are ever reunited with their owners. SOLAS would like to change this. Any companion animal can be micro chipped. Simply bring your pet to the Council Bluffs Animal Shelter Monday through Friday from 1 to 5pm and Saturday noon to 4pm. , which includes the National Registration fee. (A savings of $18.50!) Veterinarians, shelters and humane societies across the nation have scanners to read the microchip. It only takes a second for a pet to get lost. Help your pet return home to you by micro chipping him/her!

In January 2006, a group of concerned citizens came together to address the growing and unmet animal welfare needs in the Council Bluffs area. Inadequate local animal shelter facilities, city population increases, and a lack of public education had resulted in animal overpopulation and its associated problems. It was unanimously agreed upon that the City’s animal control function alone could not adequately fulfill the needs of these displaced animals.(7) The owner shall not sell or otherwise transfer the pit bull to any person except a member of the owner's immediate family who is at least eighteen (18) years of age, who will then become the owner and will be subject to all of the provisions of this section. The owner shall notify the director of public health within five days in the event that the pit bull is lost, stolen, dies, or has a litter. In the event of a litter, the owner must deliver the puppies to the Council Bluffs Animal Shelter for destruction or permanently remove the puppies from Council Bluffs and provide sufficient evidence of such removal by the time the puppies are weaned, but in no event shall the owner be allowed to keep in Council Bluffs a pit bull puppy born after the date of publication of the ordinance codified in this section, that is more than eight weeks old. Any pit bull puppies kept contrary to the provisions of this section are subject to immediate impoundment and disposal pursuant to subsection (e) of this section.Foster parents provide temporary care for cats and kittens in their own Omaha/Council Bluffs area homes. Some animals need as little as two weeks of care, while others may need care for a longer term.Our greatest foster needs are:Fostering is flexible enough for most lifestyles and SOLAS will custom-match the animals to each foster home. By offering your time, energy and home to an animal in need, you prepare the animal for adoption into a permanent home as well as help prevent overcrowding in the Midlands Humane Society shelter. SOLAS is always looking for more foster homes, especially throughout the busy spring and summer seasons.The Midlands Humane Society, a nonprofit organization, has opened a state-of-the-art animal shelter to serve as the first humane society for Council Bluffs and the surrounding area! This shelter provides more room and modern facilities to promote adoption by that special child or adult searching for a new family member to love and be loved.
